I am 6ft. Is a 56cm vintage road bike too small for me?

It would depend on your body measurements. As a general guide I would say it might be a little small, but it could fit OK,
It also depends on the measurments of the frame, not all 56cm frames are equal, some will have longer or shorter top tubes, Some manufactures measure from center to center, or center to top of seat tube.
I am 6′ myself and usually ride a 58-59 frame, Closely measure a frame you already have that fits well and see what matches up. Or test ride several sizes for a long ride, Much more than around the block, to see how if feels for you.
Changes can be made to accomodate specific body size, such as stem length, crank length, bar width, etc.
